We are seeking a highly qualified professional to design and manage a leadership development program. To qualify for this position, the applicant must have been personally responsible for managing a corporate or agency-wide leadership or executive development program. This non-supervisory position is located in Alexandria, Va.
The incumbent is responsible for designing, managing, and evaluating the leadership development program for the SEC. This requires developing cutting edge learning and organizational development programs for a highly educated professional workforce consisting principally of attorneys, accountants, and examiners. The incumbent will also contribute to other HR programs related to the full range of human resource development (HRD) processes and activities. The incumbent will demonstrate high levels of performance in at least four key competency areas:
- Employee Development: Provide expert advice and analysis related to employee development concepts, principles, and practices associated with planning, evaluating, and administering training, organizational development, and career development programs. Develop program objectives, construct competency models for multiple occupations, set performance standards, and appraise training proposals. Develop a Commission-wide leadership succession plan to address any current or forecasted competency gaps. Assess, design, develop, implement, and evaluate (ADDIE) learning programs, especially in the area of leadership; this may include management and oversight of contractors.
- Organizational, Social, or Educational Psychology: Conduct research to determine preferred approaches to the design and delivery of training for adult learners. Use sophisticated statistical approaches to determine the effectiveness of training programs.
- Oral and Written Communication: Provide oral presentations to a variety of audiences, including highly professional senior leaders, in a variety of venues (e.g., classrooms, videoconferences, formal and informal in-person meetings). Write HRD policies, procedures, and guidelines for agency-wide use. Prepare documents such as mentoring agreements, return-on investment reports, and marketing plans. Develop HRD proposals that may include highly visible, complex, sensitive, or controversial issues.
- Influencing/Negotiating: Negotiate with key stakeholders to gain consensus on the most appropriate leadership development approach in alignment with the SEC’s strategic goals. Construct a business case for improving HRD policies, processes, and resources and gain senior management approval for adopting recommendations. Assess organizational readiness for change and use change management techniques to execute HRD strategies.
Candidate Assessment and Basis of Rating: Numerical ratings for each candidate will be based on responses in the KSA/Competency section of the application. Each candidate’s application will be initially evaluated through the Avue system. A panel of subject matter experts will then assess responses to the KSAs/Competencies. For each KSA/ Competency, candidates should include a narrative statement supporting their choice of their highest level of experience.
